Position: Cyberspace Joint Operation Planner

Position: Information Network Operations Planner and Analyst

Location: Ft. Meade/ Ft. Bragg/ MacDill AFB

Required Skills:

5 years of experience in either DCO or DoD Information Network Operations (depending on role) with a four-year degree OR 15 or more years of DCO or DOD Information Network experience to be substituted for a four-year degree. IO consists of several sub fields, and the Contractor must provide experts who can navigate the following sub elements of Information Operations. Electronic Warfare: The contractor shall provide personnel familiar with Electronic Attack (EA), which is using the electromagnetic spectrum or directed energy to attack personnel, facilities or equipment with the intent of degrading, neutralizing or destroying adversary capabilities. They must also be familiar with Electronic Protection (EP), which is actions taken to protect personnel, facilities, and equipment from any effects of friendly or adversary employment of electronic warfare that degrade, neutralize or destroy friendly combat capability. Personnel must also be familiar with employment considerations of Electronic Support (ES) which under the direct control of an operational commander, actions taken to search for, intercept, identify and locate sources of intentional and unintentional radiated electromagnetic energy for the purpose of adversary recognition. Finally, they must also be familiar with theories of propagation, use of the electromagnetic spectrum, and antenna patterns.

Military Deception: The Contractor shall provide personnel familiar with development and integration of deception plans, theory and application of deception planning, and security measures involved with deception planning.

INFORMATION OPERATIONS

Support under this task shall be performed in two shifts covering 0600 to 2000, Monday through Friday.

Information Operations (IO) – Offense: involves actions taken to affect adversary information and information systems while defending one’s own information and information systems. U.S. dependence on information and information systems exposes the U.S. to a wide range of adversaries – hackers, criminals, vandals, terrorists, transnational groups and nation states. Consequently, a coherent IO strategy, integrated with operations, is essential to counter these asymmetrical adversaries. IO planning must occur simultaneously with, and be integrated into, operations planning. One of the keys to successful integration of IO into the Joint Operational Planning and Execution System (JOPES) process is ensuring that coordination occurs at the interagency, Unified Command, Sub-Unified Command, Functional Command, JF, subordinate JF, and component levels. During the shift specified above, in accordance with Joint Publication 3-60 Joint Targeting, the Contractor shall continuously monitor for and identify network threats, nominate targets on the network as required for attack through the appropriate J3 staff element, nominate targets as required for inclusion on the restricted and prohibited target lists, develop IO input to the daily Joint Targeting Coordination Board, and assist in developing methods of engagement.

Operations Security – Defense: The contractor shall analyze intelligence and network traffic to provide identification of friendly critical information (as defined in the Joint Publication 1-02, Department of Defense Dictionary of Military and Associated Terms), analysis of adversaries, analysis of vulnerabilities, and assessment of risk associated with these elements.

Military Information Support Operations: In accordance with Joint Publication 3-13.2 Psychological Operations, the contractor shall develop a comprehensive Psychological Operations (PSYOP) campaign, complete research and analysis of target audiences, develop methods to convey or deny information, establish production development requirements, establish a dissemination plan, and coordinate and deconflict with other applicable organizations (Public Affairs, Civil Affairs, non-governmental organizations, etc.).

Position: Offensive Cyber Operations Planner

Location: Ft. Meade/ Ft. Bragg/ MacDill AFB

Required Skills:

Minimum of 10 years of experience with military cyberspace operations, including two years in Offensive Cyber Operations and planning and/or the military planning process, with a minimum of three years in military cyberspace operations and a BS or MS degree. The Contractor must provide personnel that are able to remain cognizant of missions and priorities of the JFHQ-C Marine Corps, develop CONOPs and procedures, and other duties as assigned. The Contractor must also have a broad knowledge of capabilities availability for employment as well as capabilities of various infrastructure. Work may involve travel to other locations outside Ft Meade in order to attend planning conferences and gather requirements from supported commands. Offensive Cyberspace Operations Planning

The Contractor shall remain cognizant of missions and priorities of the JFHQ-C Marine Corps, develop CONOPs and procedures. Position: Computer Network Defense/ Incident Response

Position: Information Technology (IT) Helpdesk Support

Location: Columbia, MD

Job Description:
The subcontractor shall manage and track trouble tickets pertaining to computer networks, telephone services, and VTC services of MARFORCYBER operations. The government estimates approximately 100 trouble calls per week, averaging 20 requests per day. This includes new service provisioning and problem resolution. Help Desk support technicians will provide direct interface between local users and Information Technology vendors. The subcontractor shall be responsible for requirements gathering and coordination of service delivery activities, as well as problem identification, diagnosis, reporting, and facilitation of resolution regarding user troubles and/or system outages. Required response times are two hours response for desktop support and four business days for a Move/Add/Change request.

Position: Cyber Engineer

Responsibilities:

TECHGUARD seeking experienced creative, skilled, and motivated Cyber Security Engineer to plan and support complex technical actions on a global scale. The selected candidate will work on a small team with a customer on threat‐informed risk assessments, offensive actions, and full‐scope penetration testing. The candidate will provide reports and recommendations that will be used at all levels to improve and enhance the customer’s security and offensive posture.
Required Qualifications:

  • Bachelor’s Degree in Computer Science or other related technical discipline with a minimum 3 years of experience in cyber field. Relevant military experience will be considered in lieu of degree.
  • Extensive technical knowledge of computer hardware, software, networking concepts, and best practices.
