Description:

Maintains and develops programs for to satisfy users’ functional requirements. Translates user requirements into workable and secure program code. Position: Cyber Protection Team System Engineer

Location: Scott AFB, IL  

Required Skills:

Perform as a key member of a Cyber Mission Force (CMF) Cyber Protection Team (CPT) and provide guidance and oversight with assessing the security infrastructure, networks, and systems design to ensure system and network security. Identify security risks, threats, and vulnerabilities of networks, systems, applications, and new technology initiatives. Position: DCO Operations Planner and Analyst

Intelligence Analysis: This requirement is for the Contractor to provide all-source intelligence production and analysis in support of offensive and defensive operations across the full spectrum of cyberspace services. The contractor shall conduct analytic research, analysis and production of formal threat assessments, submission and response to intelligence requests for information (RFI), integration of all intelligence disciplines (including OSINT), understand the Intelligence Preparation of the Battlespace process, military intelligence doctrine support to the Joint Targeting Process, and providing formal feedback to intelligence reporting authors/sources. Military Deception: The Contractor shall provide personnel familiar with development and integration of deception plans, theory and application of deception planning, and security measures involved with deception planning.

INFORMATION OPERATIONS

Support under this task shall be performed in two shifts covering 0600 to 2000, Monday through Friday.

Information Operations (IO) – Offense: involves actions taken to affect adversary information and information systems while defending one’s own information and information systems. U.S. dependence on information and information systems exposes the U.S. to a wide range of adversaries – hackers, criminals, vandals, terrorists, transnational groups and nation states. Consequently, a coherent IO strategy, integrated with operations, is essential to counter these asymmetrical adversaries. IO planning must occur simultaneously with, and be integrated into, operations planning. One of the keys to successful integration of IO into the Joint Operational Planning and Execution System (JOPES) process is ensuring that coordination occurs at the interagency, Unified Command, Sub-Unified Command, Functional Command, JF, subordinate JF, and component levels. During the shift specified above, in accordance with Joint Publication 3-60 Joint Targeting, the Contractor shall continuously monitor for and identify network threats, nominate targets on the network as required for attack through the appropriate J3 staff element, nominate targets as required for inclusion on the restricted and prohibited target lists, develop IO input to the daily Joint Targeting Coordination Board, and assist in developing methods

of engagement.

Operations Security – Defense: The contractor shall analyze intelligence and network traffic to provide identification of friendly critical information (as defined in the Joint Publication 1-02, Department of Defense Dictionary of Military and Associated Terms), analysis of adversaries, analysis of vulnerabilities, and assessment of risk associated with these elements.

  • Design and develop network, system, services and application architectures that support the rapid development and implementation of new technologies and capabilities that reflect the rapidly evolving techniques that characterize cyber attacks.
  • Analyze, design, develop, document, integrate, test, install and maintain Cyberspace Operations enabling capabilities.
  • Develop, implement, and integrate solution sets that enable a holistic command and control capability, with appropriate underpinning technologies and capabilities that provide for interagency communication and collaboration of cyber activities, and that appropriately support execution in an integrated joint fires framework.
  • Serve as the test site (via the SSC Pacific labs and other Government facilities) for interoperability testing among Cyberspace Operations systems, tools, technologies and processes (both existing and new) prior to their introduction into operational environments.
